Pittsylvania County Comprehensive Plan Advisory Committee (PCCPAC)

The PCCPAC serves as a sounding board for the project team. The PCCPAC’s role is to help the project team to refine draft materials, to ensure the plan materials are accessible and understandable, and to ensure the Plan’s recommendations are rooted in the diverse perspectives of the community. This group meets at key intervals throughout the planning process to review draft materials and to share their input and perspectives.

Importantly, the PCCPAC does not replace direct public input. Each project phase will have opportunities for members of the public to weigh in and the PCCPAC input will be considered in conjunction with the broader community feedback.

PCCPAC members also help with project outreach by sharing information about the project with their neighbors and networks. The group will help identify new opportunities to engage the public and broaden our outreach.

PCCPAC Role

• Provide input and advice on draft recommendations, engagement strategies, and key decisions related to the County’s Comprehensive Plan update.

• Think about what's best for the County as a whole, moving beyond personal self-interest.

• Help support Plan outreach by sharing information about engagement opportunities and key milestones with neighbors and local networks.

• Participate in, observe, and attend public meetings related to the Comprehensive Plan Update project.

• Learn about planning and development concepts.

• Attend 4-6 Advisory Committee meetings throughout the course of the project, and review advance materials, as needed.

PCCPAC Selection Process

The County put out a call for applications in November-December 2025, which yielded an incredible response. Interested County residents were asked to complete an Advisory Committee Application and dozens of people stepped forward!

To maintain a fair and unbiased selection, a staff panel conducted a blind review of all applications, scoring each application against a consistent scoring framework, listed below.

Advisory Committee Application Scoring Criteria

• Ability to represent identified stakeholder groups | 5 points

• Ability to represent and help reach demographics that have been historically underrepresented in County planning processes | 5 points

• Expressed interest in participation and planning/development challenges | 10 points

• Ideas and ability to think about what's best for the County over personal self-interest | 10 points

• Substantially complete application | 5 points

The staff selection panel chose the two highest-scoring applicants from each magisterial district to ensure every part of the County is represented on the PCCPAC.
